ILR Eligibility

Hello
I got tier 2 (general) work permit for 4years 11 months 11 days. to apply ILR do i need to go one more extension to complete 5yrs or do i have eligibility to apply ILR without extension.

I read https://www.gov.uk/.../guidance-on-application-for-uk
259.Your qualifying period can include time from the date your initial application (for entry clearance or leave to remain) was approved.
260.You can apply for settlement up to 28 days before you will each the qualifying period

still i am ambiguous on decision to go ILR or extend tier 2. please suggest me

Myou can apply within 28 days before you reach 5 years counted from date of visa issue.

which means no need to go one more extenstion for tier 2 isn't it?
