Passport application

I applied for BC using online and posted the documents can I also apply for passport application while waiting for decision ?
I thought it's only possible through NCS

No you cannot.

As you did not apply joint application through NDRS/NCS, you will now have to wait till you have attended your ceremony before you can apply for your passport.
