Accounts are not needed for ILR. You have to submit CT600 but there is no guidance that it should be the latest one. You can submit the previous year CT600 in that case. CT600 has to be submitted just to prove that your company is registered for corporation tax. You can submit either CT41G or CT603 or CT600. You don’t need your business account for ILR, the year 2017 will definitely show in the companies house filling history and that definitely is sufficient since the current year is not due. There are no 'points' for PBS Dependents. They simply have to meet the English requirement and LIUK.
