Changing Employers on Tier 2 after Tier 4 Visa

I have a question regarding a potential exemption to the RLMT. I am currently on a Tier 2 Visa and I have an offer from another Tier 2 employer. If I have previously been in a Tier 4 Visa before switching to a TIer 2, with all applications made in country, would this be an exemption to the RLMT? The guidance around this seems to be rather unclear.

"you studied this course during your most recent period of immigration permission (leave) or during a period of continuous leave that includes this most recent period of leave"

Would this count as one continuous period?

No you are not exempt as your most recent period of leave is not tier 4.
