A Non EU citizen such as from India gets stamped in their passports when they travel in and out of the UK, which is why their passports are sufficient proof of residence. I am EEA. So even if have the ILR, I still need to prove residence from 2013 - 2018 by submitting a council tax documents or utility bills for that qualifying period.
My friend was non-EEA (India). I think this is why he didn't have to demonstrate residence when he applied for citizenship.
