questions on FLR M and FLR FP

Dear Forum

Please could you advise a family friend.
In July 2013, he was granted limited leave to remain 30 months under D-LTRP.1.2 within the rules as a partner. I think EX1 applied in his case.

They have 4 children, 2 were born before the mother was granted PR and 2 born after so they are British.

In Feb 2016 he was granted a further 30 months under D-LTRP.1.2.

Can he now apply for SET M if he meets the financial requirements which will be £24,800 because of the older two children.

He earns £21,309.96 and has been with his employer since 2014.
His wife earns £7.50 per hour for 20 hours per week which equates to £7800.00 per annum but has only been employed since Sept 2017.

Can he apply SET M at this stage or must he continue on the 10 year partner route? would he need to do an english language test?

Can anyone please advise in this matter?
Will he now be able to apply for set m after doing 5 years under d-ltrp.1.2?
Husband is on £21,309 per annum.
Wife's income is £7.50 x 20hrs per week since sept 2017 to present time and prior to that she earned £4565.86 from previous employer

Will he have to do an english language test B1?

Can anyone advise whether he should stay on FLR FP Partner 10 year route or now change to SET M as he believes he now meets the rules?

If granted leave to remain on the 10 year partner route, he cannot apply for ilr yet.

There's no point in him changing to 5 year route either is there? As he's completed 5yrs on 10yr route, so it wouldnt make any difference would it?
