IHS refund after visa curtailment

Hi,

My brother's leave to remain has been curtailed. He has lived in Tier-2 for one year and has left a few days before his leave expires (as mentioned in the curtailment). He has paid IHS for 3 years (£600). Can he get the refund for the two years he is not living in the UK?
