Working as dentist trainee under Tier 2 PBS dependant

Hello,
My wife is currently on a Tier 2 PBS dependant visa. She is a qualified dentist who has just acquired her registration from the General Dental Council. You have to be registered with the General Dental Council in order to practice. The GDCs requirement is that you either have a UK degree or pass your Overseas registration exams(OREs). My wife passed her OREs in order to acquire registration.

The work restrictions on my wife's visa are that she cannot work as dentist in training unless she has a UK degree. It only refers to UK degree but is it implied that she has be verified for work (from body like GDC)?

Can she work as dentist in training now that she has acquired her GDC registration?
