Earliest date of ILR application for Tier 2 general visa

Hi,

I have a strange situation which I am unable to find anywhere in the topics. My Tier 2 general visa issue date is 04-Nov-2014 valid for 1 year. But I entered UK on the same visa on 17-May-2015 i.e more than 6 moths of Visa issue date. I have read in many blogs that if I would have entered withing 3 months of Visa issue I was able to apply for ILR 28days prior ot Visa issue date i.e. 07-Oct-2019. But since I entered more than 6 months what would be my earliest ILR application date? Is it:
1. 28 days from the entry date i.e. 20-April-2020
OR
2. 28 days prior to 3 months of my entry i.e. 20-Jan-2020
OR
3. 28 days prior to visa issue date i.e. 07-OCT-2019
