Tier 2 ICT Long Term. Cool Off for COS too?

Hello,

I am finishing my one year cool off period on 18 Aug 2018 after spending 5 yrs in UK on Tier 2 ICT. Now my employer want to apply one more Tier 2 ICT long term for me.

I know I can only apply for Visa Aaplication on 18th Aug 2018. But Can my employer at least get COS ( Sponsorship Certificate) before 18th and we would submit Visa Application right on 18th Aug 2018?

So, basically, can my employer apply for COS before my cool off period ends?

What was the point of the cooling off if you are going to apply for an ICT visa that doesn't lead to ILR again???

Are you not applying for Tier 2 General visa???
