Tourist Visa or EEA family member application? South African with Permanent Residency in CZ sibling has residency in UK

Hello, any information regarding the best route or what my options are :

I am on South African passport with Permanent Residency (biometric card) in CZ.
Sibling has UK residence and UK passport.

Just trying to find out what my choices are rather than to apply with a basic tourist visa and have to pay ridiculous amount for a specific amount of time, every time I want to travel to the UK to visit family.

Permanent Residency (biometric card) in CZ

Is that a Permanent Residence Card issued under EU law as the spouse of an EEA citizen living in the Czech Republic (under Article 20 of EU Directive 2004/38/EC) or is it issued under domestic Czech law?

If it is the former AND you are traveling to the UK either with your EEA citizen sponsor or to join him/her in the UK, you do not need a tourist visa to enter the UK. You can enter the UK with the PR card and SA passport.

If the circumstances are anything else (i.e. you are not traveling with or to join your EEA citizen sponsor in the UK or your PR Card is issued under domestic Czech legislation, not EU law), you need a tourist visa to enter the UK.

Sibling has UK residence and UK passport.

You could also ask the sibling to visit you in a Schengen EEA member-state.

I did not marry anyone to get residency in CZ. I have been living & working in CZ for 15yrs therefore after 5yrs you are eligible to apply for residency, hence Biometric Residency Card is issued out of CZ... It’s so difficult cos you can’t contact consulate here in Prague everything is online with NO CONTACT to consulate, they will contact you...

If your permanent residency was granted under the Czech domestic immigration rules after a period of residency on a Czech domestic immigration visa (i.e. not the EEA/EU Rules/Regulations as a family member of an EU citizen - non Czech), then no you cannot travel to the UK without first applying for a tourist visa.
