Tier 2 general English language requirements

Hi,

Could someone advise on the English language requirements for tier 2 general skilled job. Do the company require to submit the proof when submitting the sponsorship license? Or is it required only when the applicant apply for the visa after the Cos is issued.
Also the applicant’s qualification is MSc(India). Does the applicant has to submit English language proof.
