UK NARIC-Please advise

Hello all,

Do I need a statement of comparability from UK NARIC if I hold a PhD (engineering) from the USA and a BS (in engineering) from north Africa, when applying for a tier 2 visa?

No I am not a citizen and I am not a permanent resident. I legally reside in the USA on student visa.

Will I need both comparability and language assessments? (my PhD is obtained in a US university)
