PBS Dependent (based on tier 2 ICT long term staff partner) (leave to enter) visa to Tier 2 general visa

Looking to convert from - PBS Dependent (based on tier 2 ICT long term staff partner) (leave to enter) visa to Tier 2 general visa.

I am already working in UK on PBS dependent visa (based on tier 2 ICT long term staff partner) am I allowed to apply for Tier 2 general visa inside UK? or I need to travel to home country to apply for visa.

Also i am having a Indian Btech degree , do i still need to appear for English language test?

You will need to check if your qualification is on the NARIC list or do the English test.

Do I need to have a 12 months cooling period to process visa from home country? please clarify?

12 months cooling off period DOES NOT applied to PBS Dependents applying for Tier 2 General!!
