Tier 1E due for extension.applying visit visa

Hi
My cousin wants to call his mom on visit visa but he's due for extension so what do u advice him.
1.can he make visit visa application for his mom while his own application is with HO for consideration.
2. Or else wait till he get visa approval tier 1 E
3.list Doc need for visit visa.
This is place where i get valuable imformation.

The 'mom' needs to qualify for a visa as a visitor. It is separate to your cousins process.
