Switching from Tier 5 to Tier2 dependant query??

Can you plz help ASAP
I am on tier 5 visa with my little daughter it will end in two months. My husband recently got tier 2 visa. I am planning to apply with my daughter to be dependant with him. Can we apply to switch from tier 5 to dependant tier 2 with him from the uk?? Or we shall leave the country and apply from outside?
Do I need english test?
