ILR New Rules (since 11 Sep 2018)

Hello.
My wife on PBS Tier 2 General since Oct 2015 and we just got our visa extended for 2 years.
Although I noticed that there are certain new rules for ILR which came into effect on 11 Sep 2018.

Does the new 180 days rule apply to my wife and me?
If so, could someone please explain the new 180 days rule. Does the rule not allow the applicant and the dependent to be outside UK for more than 180 days over a 12 month rolling period?
