When does the countdown start? Application online or biometrics?

Does anyone know when the working day countdown starts officially? I thought it was once the application was paid for online....but some think only when biometrics are done?

Biometrics usually complete the application so it will count from date of biometrics but documents need to be not 28 days older than date of application.

Until successful enrolment of biometrics the application even not be touched due to still be incomplete, therefore, processing start afterwards of biometrics.
