Tier 2 Cooling off Period

Hi,

I was in UK and had a Tier 2 ICT visa (Long Term) valid till 20th April 2019.
I left UK on 28th April 2018.
I applied for Tier 4 dependent visa on returning to my home country which was approved and returned to UK on Tier 4 dependent visa on 10th September 2018.
However UKVI had given my Tier 4 dependent BRP start date as 5th September 2018.

Now, I have found an employer who is will to sponsor my Tier 2 general visa once my 12 month cooling off period is complete. I am planning on applying for Tier 2 general visa from the UK.

1) Can you please let me know when is the earliest date I can apply for my Tier 2 General visa considering my 12 month cooling off period? - Not sure which date I should consider?

2) Can I apply from the UK to switch from a Tier 4 Dependent to a Tier 2 General

3) What evidence do I need to provide to show my cooling off period?

1. Counts from date you left the UK.

2. No, you have to apply from your home country with a restricted Cos and RLMT done etc.

3. Evidence that you left the UK??

With respect to the second point, I think we can switch to Tier 2 General from Tier 4 dependent within the UK. Please see below the link that I am referring to which states this.
Please correct me if my understanding is wrong

Eligibility
You must already be in the UK under any of the following visas or schemes:

Tier 1 visa
Tier 2 (Sportsperson) visa
Tier 2 (Minister of religion) visa
Tier 2 (Intra company Transfer) visa under the Immigration Rules in place before 6 April 2010 and you’re applying to change sponsor
Tier 4 visa - if you have an eligible qualification or you’ve done at least 12 months of a PhD

You can also switch to a Tier 2 (General) visa if you’re:
a dependent partner of someone with a Tier 4 visa
a representative of an overseas business

You must leave the UK and make your Tier 2 (General) application from abroad if you’re not in any of these categories.
