ILR after Discretionary leave - Confusion

Hi all,

Please help

1st Grant of 1 YR 4 Months DL : Apr 2013 to Aug 2014

(Applied for Ext. In Time)
2nd Grand of 3 YR DL : Oct 2014 to Oct 2017

(Applied for Ext. In Time)
3rd Grant of 3 YR DL : Dec 2017 to Dec 2020

When can I apply for ILR?
Can I use PSO?
Do I need KOLL / B1?

Just to add here that the last two letters say:
a person will not become eligible for settlement until they have completed 6 years of discretionary leave

Awaiting for response from respected moderators / experts.

I think after 6 months on discretionary leave the person can apply ILR without having the need to pass B1 English test and life in uk test.
