The HO have said that your husband has not travelled frequently to pakistan after marriage.

How long have you been married?
What evidence of 'subsisting relationship' did you submit with the dependent visa application??
Usually useful to type out what the exact refusal wording is, taking out personal details.

I have provided my passport with husband name, family registration certificate, marriage certificate both english and urdu all attested from foreign office.
My question is why are they not replying me back about my admin review as its more than a month now?
Do they send an email or post a letter ?

You need to provide more details of exactly what you submitted to prove a genuine relationship, i.e. whatsapp chat screen shots, call logs etc. since date of marriage (you don't state this date).
Impossible for strangers on the internet to offer any valuable advice if you do not provide more information.

If you did not submit evidence of communication and subsisting marriage, your Admin Review will also fail.

Why was that application refused?
Without frequent visits and evidence of subsisting relationship and communication, you will continue to fail in getting a visa.

You haven't got a reply because they probably have not made a decision on your AR yet. While it generally says 28 days, there is no guarantee that it won't take longer. You just have to wait

It could be either but they should send you a letter by post formally
