I am British citizen. I want to get my brother to Ireland using treaty rights from Pakistan.
Do i need to move to Ireland?

Does Ireland Govnt considers brother as EU family member.
He is 34 years and married.

Yes you would have to move to Ireland and exercise treaty rights.

Is your brother dependent on you?

Is your plan to use Ireland as a way to get him to the UK? If yes, you have to move the centre if your life to Ireland, including your spouse if the spouse visa has been granted that you applied for this year.
