PBS Dependant (Tier 1-G Dependant) - allowance queries

Hi All,

Hope All well
Probably you guys can help with couple of queries

Background:
I am British National(Route : Tier-1(G) --> ILR --> National)
My Spouse is still on Tier1-G dependant and she ll finish spending 5 years by end of this year 2019.

Queries:
* If my spouse can apply for Carer Allowance(ofcourse meeting other requirements) without breaking any conditions of the PBS dependant visa?
i.e. I dont want the 5 year clock to reset which is already 4 years+ on PBS dependant.

* If carer allowance is kind of salary OR public fund ?

I wish you hadn't have achieved ILR through 10 years long residence, if not then let her complete 5 years by postponing carer allowance until then.
