To apply another tier 2 visa or vignette transfer?

Dear Moderator. i am in a similar situtaion.
I have a visa vignette which expired as I had a problem with GMC registration and BRP eventually wasnt collected. So I never travelled to UK as such. Now I have a new employer who has issued a COS and also sponsoring my GMC registration. So is there anything like cooling period before I apply for this new visa?
What problems can I face in getting this new visa? How do I go about this?

Why do you believe you will have issues if a different sponsor is sponsoring you?

Thanks for the prompt reply.

Let me explain to you my situation in detail.
I had interviewed for a job and got selected in Hospital X. They issued COS (Tier 2 General) and I applied for the visa and got the visa vignette for one month on my passport. I had to collect my BRP by Nov, 2018. But Hospital X couldnt sponsor my registration with the GMC. Hence I couldn,t work there as a doctor. So I never travelled to the UK and BRP was not collected. I had informed the employer to cancel the COS they said it will get cancelled in three months.

Now I have another employer who has issued me Visa COS(Tier 2 General). They have also sponsored my GMC registration. Now will there be any problem while I apply for the visa? With problem I mean, cooling off period.?
Do I apply this like a new visa?
