Fiancée visa right to inquire about jobs before FLR Visa granted

The immigration rules are clear that anyone in the UK on a Fiancée Visa cannot do paid or voluntary work.

Does anyone know if a fiancée visa allows for job applications in advance of a FLR visa award? The application would acknowledge that work is inadmissible under the current immigration status and until an FLR visa is granted. My fiancée is a primary school teacher from outside the EU.

If that is not permitted, are fact-finding or 'networking' visits to places of work that involve no voluntary or paid work admissible?

The rules apply only to actual work. She can apply for jobs and look for work, she cannot some and likely should wait to accept any offer.

Note she also need an NI number which I think she cannot get until she has her FLR m.
