Can I apply for ILR if I’m here less than five years

Hello all,
Hope you’ll be able to help me with the following.
I’m a dependent on Tier 2 visa. My first permit was signed off on Feb 23, 2015 and I entered UK on March 27 2015. My partner entered UK two months beforehand.
My current visa is about to expire by the end of this month (Jan 29th 2020) as same as my partner’s. He is allowed to apply to ILR while I’m not sure if I’m allowed.
Do I apply for extending my Tier 2 dependant visa even if he is applying for ILR? Or can I apply for ILR even if I’m not full five years here? Or maybe I should be counting from the date my visa was first approved?
Any word of advise would be highly appreciated!!

You can apply for ilr no sooner than within 28 days before 23 February 2020. It starts counting from initial visa issue date.
