Tier 4 to FLR (M)

Hello,

I am a British citizen and my partner is currently here on a Tier 4 visa. We both reside (separately) in London. He is studying a masters and will graduate in July. His visa expires mid-October.

We have been together for three years and earlier this year we decided we wanted to enter a civil partnership and apply for a FLR (M) visa.

Our current Civil Partnership date is for the middle of July, so all being well we would like to submit our application by late July/early August.

We meet all of the eligibility requirements, but I would like some clarity on the 'Living Arrangements' section of the application, particularly the following question:

'Where do you plan to live together in the UK?'
We haven't lived together but fully intend to do so. However, we're not certain this will be the case at the point of application. Obviously there's a lot of uncertainty about the rental market at the moment and not as much movement. What should we write if we haven't found a place when completing the application? This particular question asks for an address, so we are confused about how to answer if we haven't signed a tenancy agreement by that point.

What kind of evidence does the HO expect in order for us to demonstrate our intention to live together?

Also, we would really appreciate some clarity on the following two questions:

'Have you ever lived with your sponsor?'
He has been staying with me for the entire duration of lockdown. Is it worth mentioning this?

Declaration (spouses and civil partners)
Part of the statement says 'we are living together as civil partners and intend to do so permanently'. Can we sign and agree to the statement if we are not living together at the time of the application?

Whilst not sure as what uncertainty are you inferring about rental market which has now started stabilizing because all rental & property trading activities have been reinstated. As per your circumstances ideally you both should find an uncrowded and habitable property in the same city where you are working and you both should start living together for generating few proof of evidences in joint name (although these won't be mandatory). You will have to meet the accomodation requirement by attaching tenancy agreement and landlord noc letter. In my view you both should generate few evidences in joint name prior applying in order to easily justify of having intention to live together permanently.
