Spousal Visa for Spanish resident from Philippines

My wife will soon have her Spanish residency permit.
She is from the Philippines and we got married in Spain last November and obtained permission from the British Consulate in Madrid.
I am a British Citizen with my own home in the UK.
Is she allowed to apply from Spain to join me in the UK, or must she go back to the Philippines to process the application?
