Tier 2/Skilled Worker Visa Application - Allotment of Visas and Rejections of Visas

Hello all!

I am a Canadian currently on a Tier 5 Youth & Mobility Visa looking to switch to Tier 2 (Skilled Worker as of Dec 1, 2020).

What I'd like to know is:

1) If there are still allotments (i.e. x amount of Tier 2 Visas available to apply for per year) and if so, will it renew on January 1 every year?

2) What happens if my visa application gets rejected? Do I get my money back? I know there is an appeal process but would I have to pay again?

3) At the moment, I have confirmation that we can apply for UK Tier 2 Visa within the UK (normally have to go back to Canada) due to COVID, but when I apply online and it asks which country I apply from, if I pick UK it says unable to apply. I don't want to pick Canada as I am not actually applying from there, so does anyone have any advice?

2. If a visa is refused you do not get the visa fee paid back. You should get the IHS back. PBS routes has no appeal rights. You would only have the option of administrative review.
