Fiancé visa requirements for a asylum seeker

Hi gurus ,
I always got help from u guys for my immigration route , this query is for one of my friend if someone can guide him please ,
My friend is Asylum seeker and now on indefinite leave to remain , his fiancé is in his home country he has done nikkah over the phone .It’s arranged marriage by his family and he never met that girl .
Now he can’t go to his home country so how can he sponsored his wife for fiancé visa and remarried here in uk. ?

One of the first mandatory requirements to sponsor a partner is that you both must have met in person, face to face.

Thanks , still not get clear answer .
Do he need to meet face to face with her fiancé ? But can’t travel to his home country as he’s a asylum seeker .
He just did nikkah over the phone last month so he hasn’t enough relation proofs etc chat , emails .
What exactly he needs to sponsor her .
