Fee for transferring ILR to BRP

I am trying to fill in an application form for transfer my ILR to BRP via this form.

https://visas-immigration.service.gov.u ... 1657463631

At the final page it says "Standard service : pay 180.20 GBP"

Am I filling in the wrong application form? I thought Transferring is free. Has anybody experienced this?

From the Gov.uk site dated 6 April 2022 it says:

"From today it will be free for those with indefinite leave to enter or remain in the UK to make a No Time Limit application."

However when you follow the link and complete the application it requires a fee of £180.20 (of which £19.20 is for the Biometric data collection).
Has anyone managed to get this for free since 4 April 2022, or am I forced to pay the fee of £161? (which coincidently is the fee for "TOC or Application for a document confirming identity and immigration or nationality status - limited leave to remain" which is applied for through the same application form!)

I think if required to pay, then should claim a refund.

Thank you for the advice. The link says that you can get a refund when the service should be free. Actually obtaining the refund may be more trouble than it is worth though, as it does not clearly state how to actually do it.
