Skilled Worker Visa successful

Hey everyone, my brother just got his Skilled Worker Visa approved by the UKVI. He is yet to receive his vignette which will more likely get delivered today. The confirmation letter states the following
This notice explains that, when you arrive in the UK, you will have permission to be in the
UK (known as permission to enter) as SKILLED WORKER MIGRANT from 01 May 2023
until 27 Mar 2028.
The employer opted for 5 year COS for my brother and he applied for it on 27th March 2023 which is why the end date mentioned above is 27th March 2028. I know I am asking this well in advance but does my brother qualify for ILR say if he enters UK on 1st May 2023 and then applies for ILR after exactly 5 years? Any information on this would be greatly appreciated. Thank you

Requirement on SWV to ILR is 5years.

I am aware of that AmazonianX. If you calculate the time from 1 May 2023 to 27 Mar 2028 it just falls short of 5 years exactly. I just need to know if my brother applies for ILR on say 13 Apr 2028 will he qualify for it or does have to apply for an extension of his Skilled Worker and apply after that?

He must have a valid visa to be able to apply for ILR.

If in 2028 rules still the same as now, He should apply latest 27 Mar 2028 I.e. before his current leave expires but book his appointment to be by the time he has completed 5yrs in UK.

Thanks for the advice AmazonianX. I always thought the Home office starts the clock from the time you submit the application online? I remember in wife's visa application they asked for proof of funds 6 months prior to the date of application and not the date she provided her biometrics.

Hey CR001, I thought being on the Skilled Worker Visa for a continuous 5 years period would qualify one for an ILR? I know the period from 1st May 2023 to 27th Mar 2028 is not exactly 5 years but would like to know if they would consider his case say if he was 1 month short of 5 years?
