my friend got pre settled status and he is spanish passport holder can he bring his wife from pakistan. what are the main requirements ?

We don't have all the data, you have to read it yourself and see if it's possible.

When did your friend get married? If after the 31st December 2020 then he has to go the UK spouse visa way and show the relevant amount applicable for spousal visa applications.

If they married after 31st December 2020, your friend on Pre-Settled Status and his spouse will need to meet all the same requirements as a British citizen and their spouse would in the same circumstances.

That includes the fees and IHS, the income requirement of at least £18600 which is going to more than double in the spring, the spouse needing at least an A1 in English, etc. The visa will be valid for ~2.5 years, when it will need to be renewed, at which point the spouse will need to have at least an A2 in English. Finally, in five years, the spouse can apply for ILR, at which point, the spouse will need a B1 in English.

Your friend should budget for about £10,000 for the whole process, more if any of the children were born outside the UK. And keep in mind that any children born outside the UK will follow the same immigration pathway as the second/less-privileged parent, in this case, the mother.
