Partner from USA - Partner Visa - Financial Requirements & VA Benefits?

I'm just looking for a bit of guidance and was wondering if anyone could help.

My partner and I have been in a relationship for 2 years, and he is looking at coming over to the UK to live with me. We have been through the 'checklist' for him coming over and we were on track for everything being fine.

However, we are looking at the Financial Requirements and it says that we must have a combined income of £18,600 per year. I currently earn over this amount however, in April this is raising to I believe it is £29,000 per year. Meaning that my own wages would not be enough to cover the income section of the application.

We were under the assumption that the income was combined, so this wouldn't be an issue. However, my partner is classed as 100% disabled and is in reciept of VA Benefits. We were wondering if VA Benefits can be used as a part of the income as he has been told that his benefit would not be changed if he moved away from the US and he will recieve it for life.

For an initial visa from abroad, only your income as the uk partner counts. His income from abroad is not counted or relevant.

There is no date or rules change set for the increases etc.

Further to CR001's advice, in order to meet the entry criteria for an Unmarried Partner visa, you will be required to submit evidence of a 'relationship akin to marriage'. This includes documented proof that you have lived together for a minimum of 2 years. Will you be able to meet these conditions?

We spoke to an advisor at Citizens Advice yesterday and she gave us information that this has slightly changed - we only have to provide proof that we have been in a relationship for 2 years (this information has been recently updated on the Government website).
