I was going to comment on this about the WRS being scrapped, but I went and read the EEA guidance and it says for EEA4Directive/2004/38/EC wrote:Is the card on the list of things you need to send in?
I would write a cover letter explaining why do not have it and send in the application. It was issued by UKBA in the first place, so they know exactly the information on it. I do not see how it could be "required" to have physically.

Vinny, the certificate is the EEA national's, not the OP's.
