My suggestion would be to ignore this offer and apply for extension again with new A2 English language qualifications before 03/08/2019. After paying and submitting a standard application (not priority) online before 03/08/2019, you can give biometrics within 45 working days that will lead to 5-year stay (depending on when in October 2014 you enter the UK). This is just my suggestion. Please confirm with your solicitor or wait for senior to comment on it.
The OP has NOT been issued FLR(FP) 10 year route. They were offered FLR(FP) and must pay IHS first.
