COVID19 and Govt Compensation's

Hi,

Please clarify one thing, under COVID19 Govt announce that they will compensate the employee to pay up to 80% and business can apply for COVID19 business loan from Govt/council.

My question is whether it also applies to our businesses Tier1 entrepreneur. Also please clarify whether it comes under public funds or not?.
