When does the status of the certificate of sponsorship change from "assigned" to "used"

Hello,

I would like to ask at which stage would the status of the CoS change from "assigned" to "used"? Is it when the application starts to be processed and yet to be decided, or when a decision has been made? If it is the former, does it mean the application has not even been picked up as long as the status remains "assigned"? Thanks!
