I was the same stopped by garda with L plate unaccompanied, about 3 years ago.
They only cautioned me. I didn't recieve any letter.
I forgot about it and didn't put in my application.
Now, I recieved a letter last 28th to pay 950 and submit GNIB and photos. So I think it wasn't recorded.

The immigration at the airport in the philippines will not allow you to take the baby without a visa.
If the adoption is legal you should be able to get the baby an irish passport from the irish consulate in the philippines.
I have sent them the other documents that they asked for last week. And received them back yesterday. Just need to wait till the temporary visa runs out i guess.

You should apply schengen visa to the first country you are going to first, then you can go to another country with the same visa.
I got my schengen visa from netherlands embassy, then travelled to amsterdam and spain with the same visa.
Im also waiting for them to return the passports and docs that we submitted. We sent it last Feb. 14.
