The problem that might occur is the witness may refuse to sign it and request the original passport to be shown or refuse to sign the declaration if it has already been signed because it must be signed by applicant in their presence. Try and see.

You need to be present and sign the declaration in presence of a witness. The witness has to verify your identity and fill in the form as well.
As per letter that was included, if you do not return it in 4 weeks, you will have to attend a ceremony.

I never received an invitation to online naturalisation ceremony despite getting the certificate in March :( Declaration is a 3 page documents and must be included with the approval letter and additional instructions. Two of my former colleagues received it by post last week, not by email. Not sure ...

Ok, two former coworkers of mine just told me that they have received decision today, both have applied in Summer of 2020. Looks like 2020 applications are now being finalised.
