Your Tier 4 sponsor specifies on the CAS whether they need evidence of your English. If they do, you will need to include it in your Tier 4 application.

No. You would need to withdraw the application and apply again with the correct evidence. I would strongly advise speaking to your Tier 4 sponsor about what has happened.

If you are giving him the money for his fees and living costs, why not just transfer it to him?

Alternatively, pay his tuition fees direct to the university and transfer the money for his living costs to him.
