If it is £3000 in fixed deposits, I doubt the ECO would consider the amount as useful for the purpose of the visit as it is inaccessible/illiquid. The money would need to be in liquid form, such as in a current account. I am not aware if the money needs to be in an accessible account for any prescribed period of time, such as three months or six months. But, when for instance, one needs to apply for a work visa, one needs to show maintenance funds in a liquid, easily accessible account for a period of 90 days.
