I am a Romanian national that came to the UK in March 2014. I started work in August 2014.

I applied for Permanent residency in April this year and have just had a mail from Home Office saying that I have been 'Excercising my treaty rights from August to now" but then goes on and said you have not demonstrated you have exercised treaty rights for a continuous period of 5 years.

The email then asks if I would like to change the application to A registration certificate instead.

My question is, should I change it, or say no, then apply for settled status in August when I've been working for full 5 years. I'm planning on applying for citizenship in a few years.

I think you haven't yet completed to exercise your treaty rights for 5 years and that is why you cannot qualify for PR now. Also remember your treaty rights must be continuous throughout 5 years. Registration certificate usually is optional to apply for EU citizen. Also keep an eye on brexit policies.

That is what I understand from the email. I havent been working or looking for work for a full five years. I only started working in the August. I thought I just had to living here for 5 years. The first few months I was sorting accomadation etc.

I just not sure if I need to bother with this Registration or just wait a few more months and just apply for settled status.

Unfortunately simply living in the UK is not sufficient for PR. You just be exercising treaty rights to qualify.
