You are right about what the guide says. it is FPNs and not PCNs. But it took me a long time to know the diffenrence between FPN and PCN. So I declared bus lane and parking tickets in all the applications I made where they asked for previous penalties and I mentioned that they were PCNs. My principle is, if you are not sure, just declare it. It will not cause any harm. The naturalisation guide asks for all FPNs to be declared regardless of when the offence was, whether the endorsement is spent or not. My advice is call the DVLA and see what they have on record, if it's over 6 yrs, they likely won't have it. So declaring anything under 6 years is a must in my opinion.

I was given 300 penalty fine and 6 points on my provisional driving licence
I paid the fine and the penalty points were moved to my full driving licence on February 2019

If this is your only offence in the last 3 years and you have maximum 1 other FPNs since your stay in the UK then there shouldn't be a negative impact on your application as long as you declare it. Very important that this is your only offence in last 3 years and that you have 0 other or 1 at most at any other time. The highlighted points are the ones you need to consider. Also read the linked Guide AN. There are users on this forum who have had successful outcomes with similar issues and would be best placed to give a first hand account but unfortunately they aren't forthcoming perhaps because they haven't a need for this forum anymore. I suggest you type in Fixed Penalty Points at the top of this forum and search for other forum users' experience with similar issue.Fixed penalty notices (such as speeding or parking tickets) must be disclosed,
although will not normally be taken into account unless:
• you have failed to pay and there were criminal proceedings as a result
• you received 3 or more fixed penalty notices at any level
• in the past 3 years you received 2 or more fixed penalty notices, at least one
of which was at the upper levels (fine of £200 or more).
No it doesn't say the period in years for that particular point that's why it's safe to interpret it as during your entire duration of being in the UK i.e. since you came to stay in the UK. The Guide AN would seem to suggest that 1 upper level FPN ever would not be an issue but according to this user's experience (linked below) you're right to worry! Especially if you were driving alone without having a full licence as well. Might be best for you to wait until your endorsement is spent before applying.
