As the information in the link posted by Vinny will tell you, the route for the settlement of adult dependants was virtually closed by the Home Office in 2012.
In order to qualify, your mother would have to prove that she needs daily care for very basic tasks such as bathing, dressing, preparing food etc., and that care is either not available in her home country or is unaffordable.
Even if you could satisfy the 'daily care' condition, the ECO would take the view that if you can afford the cost of care in the UK, you would be able to afford it in her home country. Also zero chance of success with your two brothers available (if not willing) to look after her.
Also be aware that if you apply for an Adult Dependent visa and it is refused, you will be shutting the door to your mother visiting the UK in the future, due to the prior intention to settle.
There have only been a handful of successful applications since 2012, and the majority of these were the result of a lengthy & costly appeal.
