Can COS be reissued if not travelled after Visa stamping

Hi,

I received COS from my Company for Client1 in Apr '16 and end date is on Apr '17.
I have applied for Visa and completed my biometrics and got my passport stamped with 1 month visa.
But due to project issues could not travel.

Now i got selected for Client2 (Jan '17).
Will i be able to apply a new COS for client2 and get full 1year validity or wait till Apr '17 till the COS end date is done and apply for new COS (which will not happen)?

It is not. I have been working with the same employer for the last 4 and half years. My visa for renewed for another 5 years but as their licence expires in February, they had to make an application for renewal.

The Tier 2 ICT Short Term visa route is being closed for new applications from April 2017.

(I did not collect travel at first place so i did not collect BRP which was issued in Apr '16)

So can i apply now (Jan '17) for new COS and Visa?
Will i get full 1 year validity?
