Hopefully the government is too busy with Brexit so they forget about LR. My estimates suggest very few people can stay in the UK legally for 10 years nowadays since HO abolished Tier 1 G and PSW. So the number of LR applicants should come down significantly from beginning of 2018. There are many visa routes used to combine time for LR applications, not just Tier 1 G or PSW, so your statement above is incorrect.
