Tax credit without wife NI

Hi:

I have claimed child tax credit but I was told it can't be processed without my wife NI. I have got ILR but my wife application is with HO and so her documents. She has got an interview for NI but most probably would be denied.
So my question is that DWP or HMRC would issue temporary NI ?

Because I was told over the phone to bring photo identity which shows her leave to remain while her FLR(FP) is still in process. All she got proof of addresses and bank card. Thanks.
