The same rules apply to multiple topics in the Tier 4 sub forum as the Tier 2 sub forum, where you have previously been asked to keep questions in one topic.

It is your Tier 4 sponsor who assesses your academic suitability for the course. If they offer you a place on a course, they also need to decide whether it represents academic progress on previous studies you did under Tier 4. If it does, they will note this on the CAS and you can apply in the UK. If it does not, you will need to apply in your home country, with the normal checks of your credibility as a genuine student.
As soon as the Tier 4 sponsor has issued the CAS, which can be a maximum 3 months before the start of the course.
