Write the letter as they have asked.

Get the contact details of the police officer you talked to. Give these contact details to the Home Office, as requested.

Take a written application to police station, and recieve a response even if negative from them. Ask them to refuse in writing so that you can atleast explain to HO about your predicament. Ask police station to copy you in email to HO and also explain to them about the deadline given to you in HO letter.

Simultaneously, write a letter to HO attaching the response to your application from police station. They are not against you and not working to refuse however won't approve until they have what is required.

What was the reason of NFA?
Not enough evidence against you?
Or
False allegations?

In this case police must have to destroy your record as you was innocent.
Contact ACRO if they can do something for you.

It is a recordable offence but I believe your application should not be refused on the basis of just allegations.
